USTA Florida ByLaws Article 3 Section 2: Delegates

A. Rights

  1. Organization Members shall have one (1) delegate and one (1) vote per delegate.
  2. Delegates – Each delegate shall be appointed or elected in accordance with eachOrganization Member’s policies provided:

a. Each delegate and the organization the delegate represents shall be a current member of the USTA.
b. Each delegate must be at least nineteen (19) years of age.
c. Each delegate may only be a delegate for one Organization Member

  1. Alternate Delegates – An alternate delegate may be named by the Organization Member in the event a registered delegate is unable to serve and must meet the same qualifications of a delegate.
  2. Organization Members and delegates are entitled to notice of all meetings of the membership. Delegates are entitled to be present and vote at all meetings of the membership.
  3. Individual Members are entitled to be present at all meetings of the membership but shall have no voting rights.

The amendment streamlines how the next Nominating Committee is selected by introducing an application process. This process will be similar to the Section Board’s, with one key difference: the Nominating Committee must include members from all four USTA Florida regions to ensure statewide representation. Applications will give the current Nominating Committee the information they need to propose a slate that reflects both qualifications and diversity. This brings USTA Florida’s process more in line with the USTA, while keeping regional balance a priority.

The Bylaws and Governance Committee reviewed USTA Florida’s current nominating process alongside the USTA’s approach. To ensure the proposed changes follow governance best practices, including Robert’s Rules of Order, the Committee engaged a Professional Registered Parliamentarian (PRP), whose expertise helped the Bylaws Committee shape an amendment that is fair, transparent, and consistent with recognized standards.

  • Members interested in serving on the Nominating Committee will submit an application.
  • The current Nominating Committee will review applications based on qualifications and regional representation.
  • On the same timeline as the Board slate, the Committee will propose a slate of candidates for the next Nominating Committee.
  • Members will see both the Board and Nominating Committee slates at the same time.
  • The same challenge process used for the Board slate will apply to the Nominating Committee slate.
  • A simpler, more transparent process that mirrors the Section Board selection process.
  • Confidence that all four regions will continue to have a voice.
  • A process that is consistent with the USTA while still protecting Florida’s regional diversity.
